Let us decry and deplore this - Mauricio Jimenez and Special Order 40

I haven't checked yet (I will in a moment), but you can bet that the MSBM (mainstream blogging media) is all a-flutter over the Jimenez story.

Mayor Antonio Villaraigosa certainly is:

"A crime like this strikes at the heart of parents and residents," said Villaraigosa at a news conference outside LAPD's Parker Center headquarters. "We are hoping the sheer senselessness of this crime will spur anyone with information as to the whereabouts of the shooter to contact the police."

The crime was the shooting of a 6 year old boy and a 3 year old boy:

The shooting happened outside an apartment building in the 400 block of North Saint Louis St. around 9:35 p.m. Saturday, said Los Angeles police Detective Bill Eagleson of the Hollenbeck Station.

Mauricio Alejandro Jimenez, who goes by "Spyder," was on the east side of the apartment drinking beer and rum, when he pulled a handgun from his waistband and fired a shot in the direction of the victims, Eagleson said.

Jimenez did not appear to be targeting the boys, who were playing in a driveway while attending a birthday party, said Eagleson, but the bullet went through the wrist of Jeremy Hernandez, 3, and lodged in the stomach of his brother, James Hernandez, 6.

The MSBM has certainly noted that Jimenez is an illegal alien, who successfully crossed the U.S. border:

Los Angeles City Councilman Jose Huizar, who lives two blocks from the shootings, also called for public assistance, saying crime should not be tolerated.

"I first want to call for prayers for the two young victims," he said, "We must do what we can to get this person so the police can do what they need to do."

Jimenez made his way back into the United States after being deported to Mexico upon his release from prison in March, after spending 15 months of a two year sentence for killing an apartment manager....

The article quoted above, while noting the statements of Mayor Villaraigosa and City Councilman Huizar, did not mention Special Order 40/Rule 40. Dan-gerous did:

KABC Radio - Ken Minyard Show - August 26, 2003.
Caller Steve (regarding Special Order 40): "The rest of your arguments are humorous. They're here illegally his job is to uphold the law."
Chief Bratton: "In as much as California has pretty much indicated that they don't want us involved in that issue, we're out of that business. If you don't like it leave the state."...

Los Angeles put in RULE 40. RULE 40 dictated to Police that they could NOT ask if someone was a citizen, as that MIGHT deter the person from reporting a crime.

Note that the Jimenez shooting wasn't mentioned here. At this point, the MSBM hasn't latched on to it, although Doug McIntyre did this morning, and the Modern Tribalist covered it.

Over a month ago, Fetching Jen linked to a Heather McDonald post about Special Order 40:

The Los Angeles Police Department is considering new guidelines for how its officers respond to illegal criminals. Far from restoring law and order to the city, the proposed new guidelines only demonstrate how twisted the elite’s attitudes towards illegal immigration are.

Under debate is L.A.’s sanctuary policy, special order 40, which prohibits the police from enforcing immigration laws. Special order 40 has made Los Angeles into a free-fire zone for illegal gangbangers, who know that the police can’t touch them for their immigration crimes. So what does the LAPD top brass propose to do? Confer due process rights on illegal chollos that your average Crips homie could only dream of possessing.

So will Villaraigosa and the City Council urge Bratton to repeal Special Order 40? Will pigs fly?

Those who are covering the shooting are pulling the emotional heartstrings by mentioning the 3 year old first. Yet the 6 year old was more critically injured:

Boys 3 and 6 remain hospitalized as police seek shooter...

Three-year-old Jeremy Hernandez was standing in a crowd in the city's Boyle Heights section Saturday night when a bullet hit his wrist then lodged in the stomach of his 6-year-old brother James Saturday night in the city's Boyle Heights section, police said.

James was in critical condition and Jeremy was in stable condition at White Memorial Adventist Hospital.
